That is a notoriously terrible method for conducting a survey of this kind. In addition, I have read they offered money to the recruiters, the recruited and to provide free medical care for them. These incentives will naturally skew the results WAY above what one would encounter in a true random sampling survey. For starters, the paid recruiters are inclined to seek out known fellow HIV sufferers they've met in HIV treatment clinics, hospitals, support groups and so on. Maybe even in their needle sharing meet ups. They obviously were not going to wander around Sukhumvit and Soi 4, clip board in hand, tapping random freelancers on the shoulder to do their paid job of finding HIV-positive respondents.

The agreeable respondents might not even be freelance sex workers per se but will only say so in order to get the money and the free treatment on offer. Not true. Myanmar rates (0. 80% in 2016) are not that far behind Thailand (1. 1% in 2016) for percentage of the population.
