Interesting. I do have a local ex-Pat friend who arranged to meet up with a fairly attractive girl out of one of the bars on Soi 7 facing the street. He told me it was a waste of time and would not repeat. It was in the spring right after I left. We had met this girl and her friend a few weeks earlier and he then contacted her via Line. So you can add that negative experience to your four.
There is another bar on Soi 8 called Today Bar with a similar calibre of girls as Soi 7. And to me, they appeared to have the same MO, which is to entice guys to buy them drinks and engage in banal convo but not go out, or if they do, not deliver the goods. I live on Soi 8 during the winter so I used to go in there from time to time but refused to buy them drinks and eventually they got the message. I prefer sitting on the bar counter with some pals and just watch the activity and people watch rather than play that wasteful game. I have noticed year in and year out that the action on Suk has depreciated noticeably til the point it's almost all LB and MILF's.
I have had a few positive encounters with some of the massage girls on Soi 8 but that's after going for a normal massage first, telling them I live up the street, then they give you their LINE and it's game on.

The reasons range from the girl suddenly becoming or just acting sloppy drunk in my room to the point of being unfuckable to her saying NO to anything resembling real sex (to me) to her outright admitting she only hustles ladydrinks and does not barfine and go with customers. Lol
As always, YMMV, of course.
But as far as getting a pleasant enough sexual experience to finish and, wonder of wonders, one good enough to remotely consider repeating, the girls in those Soi 7 bars have been a waste of my time and money.
Granted, it has only been 4 girls in a row over the past several months. But, to me, that indicated enough of a pattern of very disagreeable Bar Girl Culture in that complex for me to now merely stroll through there almost every night on my way to and from wherever, get huge smiles and aggressive lobbying to please come sit here to buy a drink and take me, but then to ignore practically all of it and move on to much, much better results with other P4P options.

Disappointing to hear about the lack of action in lower Suk. I left BKK early April 2020 and by the time of my departure that whole area was bereft of any worthwhile FL's, except for, as you mention, in front of Thermae, though you had to sift through the LB's to eliminate any unexpected surprises. There were a few gals on the new complex at Soi 7 so maybe that offers some hope for the future.
As far as Lumpini Park, I never heard or saw any action over there and used to go over during the last several years in the evening for events and other activities nearby. The only time I saw anyone was one night last winter when I came across several LB's lurking about near the Ped bridge that crossed Wireless.
It appears that on line may be the way to go as the country reopens (if and when) but I sure prefer meeting them in the flesh.

You do have to look at women carefully, some real dragons and hard junkies among them, which might not be immediately obvious at night. There's also a similar local area near Yaowarat towards the Wong Wian 22 traffic circle. Pretty dire in 2021, not even worth a look.
I don't recall streets around Lumpini ever being loaded (not in the last 10 years). The most I've ever seen is roughly two dozen girls in small groups, stretched along a huge distance around the park. Not great for browsing, and not all that good for partaking either. These days, it's not too active at all, sometimes you'd find zero girls.
If you're back in a year, much might be different by then. However, the industry has been in decline for many years, and it's possible it will never bounce back to pre-Covid levels.
