Having walked around during the day I think I understand the numbering system. There is a small sign at the end of the Soi, and in the evening a trader sets up his stall in front of it so no body can see it.

I would just find a street bar on Sukhuimvet, watch the girls go by. As long as you are buying drinks and a paying customer, you're relatively safe. Same with Bossy and Spicy, you're spending money, you're safe. If you're wandering down a quiet Soi, both you and your money is not safe.
