There are many places. Here is my guy in BKK:

I agree with the first two qualifications, but I think the third one is a long way off from the reality of life in Thailand today. I've been here well over twenty years now and know a good many of the kinds of Thais you are describing. Not one of them could give a smaller toss if an otherwise interesting (qualified?) foreigner speaks a word of Thai or has any concern with what we might laughingly refer to as Thai 'culture.'

Indeed, most of the sort of Thais you describe would be first in line to tell you that the Thai language is utterly useless and learning it is a complete waste of time. Why do you think all of these folks went to school overseas and are sending their children there, too? You might be surprised how many internationally educated Thais see Thailand as a lost cause and figure that any foreigner who is here is either an idiot or must not be able to go home for some reason.

A foreigner might be thought well of by bar girls, taxi drivers, and department store clerks when he speaks Thai, but upper class Thais quietly laugh at him. Mostly, speaking Thai marks you as one of the eager-beaver, I'm-more-Thai-than-thou foreigners educated, upper-class Thais go out of their way to avoid.

I totally agree with the "eager-beaver" comment. I hate Farang, who go native.

And, your opinion is probably quite true in a lot of cases (although not all) with the upper classes. The middle class pretenders to HiSo-ness (the PAD lot) were more who I was talking about. Of my HiSo Thai friends and acquaintenances, I'd say almost none ever speak Thai with me, or around me. But, I'd also say that those where I work are almost all VERY HiSo, foreign educated and yet, are also xenophobic, ultra right-wing, nationalist Nazis.
