It was super safe, even in slums. I walked everywhere.

There are. But I'm not convinced you can or want to meet them.

I have been asked yellow fewer vaccination once when I went from DAR to Zanzibar by boat. Immigration officers wanted to express that Zanzibar is autonomic and almost independent country, so they demanded passport and yellow fever vaccination. I had left my vaccination card to mainland, after some complaints they just let me in.
