I think you must have gone to the place a few doors up. The one I mentioned has no payment at the door. It's just 1,900 at the door after you finish, strictly HJ only. If you check back my previous post I made a guide to sign up. In a city where things are so limited it might be a good idea to venture into Chinese methods.
