Just to elaborate a bit. Most rental car companies forbid taking the car to Mexico. Check the contract, as some will allow it.

Driving in Tijuana is an acquired skill, as most traffic signs seem to be suggestions, rather than rules.

But the worst thing is that you have to come back across to the USA. Unless you have SENTRI (and you wouldn't have it on a rental) you're looking at anywhere from an hour, to three or four hours, waiting in line. It depends on the day and time you choose to cross and if the migrants have recently stormed the border. That really screws up the crossing times.

Just to elaborate for the OP, I have used credit cards all over Tijuana for years with zero problems. I use them at legit hotels and better restaurants. Almost all the scam stories are from guys who used a card somewhere in the Zona Norte. I would never use a card in any ZN establishment. I also wouldn't use one in a love motel.

Yeah, I was going to write never, but this is Mexico. It's only happened to me once. I use El Parador a couple of times a month. Never been asked. Except once, several months ago. Drove up, the guy comes out and wants an ID. Very strange. I gave him my DL and got it back when we left, no problem. Never happened again. So, who knows?

If I may ask for a bit more, do they accept cash and do they require ID?
    Yes, they accept cash.

Yes, they require ID if you walk up. If you drive they very rarely ask for ID, as your car is your "guarantee. " The places are set up with private garages and rooms, usually above the garage, some to the side. When you leave somebody will check the room for damage or dead hookers (it's happened). If all is OK they will open the gate arm and you can leave. Obviously, a walk-up doesn't have a car. So you, or your girl, will have to leave ID at the reception window. It's no big deal. When you leave you go to the window and get it back after they check the room. If you arrive by taxi, same as a walk-up. Somebody leaves ID.

Don't sweat it. They aren't going to make a copy of your DL and then send you nastygrams. Nobody gives a shit, and people do it all the time. Leave their ID, I mean.

BTW, pay for the motel in pesos. They usually have a poor exchange rate.

Same for money. The exchange rates are great around the border if you are turning US $ into pesos. I have noticed in many places in Mexico they can be taking 5% or so off the top. Same with USA banks. Wells Fargo skims 5% off the exchange rate if you get foreign currency before you go. Also if you try and exchange any more than $600 on the USA side they will report it to Uncle Sam. I learned this a year ago when the peso reached 25 to the dollar. It's when oil was bottoming at negative numbers. I would hit the border for lunch and exchange cash. First time I slid grand under the cambio counter and she asked for my ID. I said no and she said she has to keep the cash as per USA rules. Took her five minutes to fill out form. After that I would take two grand down and hit four different cambios. Right now peso is around 20/1 and I'm still spending pesos I got at 24.4/1. By my calculations I will have enjoyed 62.8 chicks for free by the time I'm done burning thru my COVID peso stash.
I am in your debt. Thank you.

Fly into San Diego. Getting a rental car basically depends on the length of your stay. You don't want to be driving down in Tijuana if you can avoid it, and the daily rental rate + parking can add up if you're down there for more than a few days. There's a Trolley that will get you to the border from San Diego. Do some research, or just take an UBER to PedWest and walk across.

-If I flew directly in, any hotel or 'zone' recommendations? Any beach towns?
Beach towns. Rosarito and Ensenada are nice. Rosarito is close to Tijuana and has a nice feel to it. Everything you need is on one street downtown, and there's a huge shopping plaza with a movie theater and stuff you would expect to see in a big shopping mall back home.

Ticuan is the best hotel to stay at if you want to be in Downtown Tijuana.

If you're planning on putting in a bunch of time in Hong Kong, it might be worthwhile to get a room there for 1 night, especially on a Monday or Tuesday, because the rooms are really cheap.

-I've found a few mx escort sites, or is it better to just stick to the clubs like HK and day time street girls?.
Depends on what you want. Hong Kong is the only club that matters. That's where you're going to find the "model hot" chicas. The street always has something, but if you've never been there, I'd stick to the alley behind Hong Kong. Hotel Cascadas and Hotel Ibiza have the same owners, and I've never had an issue with them being dirty when I take a street girl there. I can't say the same for a few of the other rat holes out there.

Escorts are the best way to get a guaranteed GFE, and BBBJ is always assumed with them, unless otherwise stated. Just make sure you're clear when booking what you're after and get it confirmed. You should not have any issues afterwards. Stay away from independent sites. Karelia and Midgeley at CumInTJ are both good, if they suit you taste.

Always negotiate the details of the service before you commit to it with a girl, regardless of whether it's a Bar girl, an escort, or a street girl.

-What's a good amount of dosh to bring and what's the range in donation range from street girls to a '10' club girl?
Street girls in the alley are going to cost you about $400-800 pesos for "Todo Incluido" (naked, CBJ, sex in a couple of positions) + $100-150 for the room. The variance really depends on the girls. I've had good sessions for $400 pesos, and mediocre ones for $700. Honestly, it just depends on how special the girl thinks she is. Market is probably in the $400-600 area. Expect it to be closer to $600 more often than not.

They'll usually tell you where you're allowed to touch them, so make sure you always negotiate everything upfront and get the price quoted in Pesos. Most girls will try and quote you 15-20 minutes. Whatever number they give you, just counter with 5 minutes more. I usually get it. Personally, I've found with all girls that it's easier to haggle over time and services than it is about money. If they have too many rules about touching, it's probably a sign that it's not going to be a great session, and also a good idea to just get quoted for sex. IMO, there's no point in her getting naked if you can't touch her. I've had a couple girls change their tune when a session suddenly goes from $600 for everything, to I'll give you $300 just and you keep your clothes on. You'll have better luck negotiating all of this, if she's standing around by herself.

10's in the Clubs can pretty much only be found in Hong Kong. They are going to want between $100-120 USD for 20-30 minutes. On a slow night / day like a Monday / Tuesday, you might be able to get 1 H for $120 out of an 7-8+ girl, and $150 for a 9+, but those girls get busy and stay busy because tons of people come into town looking for a Trophy. Longer sessions, in General, at Hong Kong are easier to swing if you have an overnight room. If you're planning on taking up more than 1 girl, the room pays for itself.

If you're going to Hong Kong, the girls are required to put in some time at Chavelas, so it's always worth it to take a swing by there, because you could find a hottie all alone that's doing her mandatory time there.

-Is GFE / BBJ typical and available?
You can get it from Club Girls, but it's going to require a bit of work and some extra money.

GFE / BBBJ is considered standard for an escort, unless they state otherwise.

Street girls, you can negotiate that up in the room. Most won't go for it in in public.

Hell, I can work from anywhere remote- I'd love to setup shop there for a few months after a recon visit
If you're looking to set up shop for a while, look at AirBnB. There are places down by Rosarito where you can get a nice 2 Bed place near the beach for $500-600 with all the utilities included.

Some motels will allow you to stay all night, or maybe 8 or 12 hours, for the low price during the week.

To answer your specific hotel question, the rates you're looking at are for 4 hours, perhaps longer during the week. I know of no motels that rent hour-by-hour.

BTW, when they talk about the bar, and cocktails, and food, there is no restaurant / bar in any motel. All of this is provided by room service. There will be a menu in the room. The food is generally decent but is usually sandwiches and snacks. All of the more "upscale" motels have a full bar.

As all of us know regardless of love motels or Cascades, a guy will go in to check the room before you leave. I always leave a tip for the person who has to clean up the room. I never leave the tip out in the open as I think the guy who pops his head in takes it. I always place it under the used towels in a way that when it's picked up the three bucks falls on the Petri dish of a floor. That way the person at the bottom of the pay poll gets it because they are the ones that deserve it.

1600-1900 is fair pricing in my mind too. I've never had issues with accessing the site in Mexico. Get a room at Ticuan and run through as much of their roster as you can. I did that (5 chicas in like 36 hours) my first time using Goodgirls and they've treated me great ever since.
