RTFF on the Hotel Ticuan. Everybody and their brother stays there. It's a decent place, the best one in Centro. It's overpriced but there is no competition in the area. They have a really good restaurant.

Hyatt and Marriott are the two best hotels in Tijuana, although some may argue that Lucerna is a bit better. If money is no object, stay in K-Tower, a special upscale portion of Lucerna.

Caesar has been remodeled several times and is much better than it was. But it's a very old structure, built when hotel rooms were essentially boxes to house beds. It's much better now, but at around $75 for a weekend is quite overpriced, IMO.

Never stayed at the Quartz. I think it's pretty new.

You might also look at the Grand Hotel Tijuana, aka Las Torres to the locals. Parking is expensive but they have a huge breakfast buffet..

There are plenty of decent hotels in the Tijuana area, it's just that few decent ones are near Centro.
