The whole not swallowing thing is sort of strange to me. I mean it is already in her mouth, so if she swallows it is not going to make it taste worse, or better.

What I'm about to say does not apply to just Mex / Tijuana but a lot of places in the world. With the exception of European (German, Czech, Spanish / Spain working girls, finding working girls willing to swallow depends on a # of factors. The age of the woman makes a big difference. My experience is some girls will provide GFE if you charm them, but you can't negotiate it. This is the whole point of buying lady drinks. But first, put a dollar in her panties to feel on her butt. Chit chat for a minute to get her vibe. Maybe give her another dollar to feel her breasts or pussy if she's friendly, whichever she makes more accessible. Otherwise move on.
