The yellow taxis - actually green topped and yellow bottomed - are NOT allowed to PICK UP from anywhere outside of CP - and thus will not go out of CP. These taxis charges a bit less than the blue taxis and are locals and thus a bit more ethical - I guess!
And the Pirate taxis ARE gang controlled - or at least they ARE the gang themselves as they are the ones who pays hotels (and most likely somebody at the train station) to be allowed to pick fare up at that particular locale. Even the blue taxis that line up at the train station do "fall in line' with the practice and will not dare to undercut the pirate taxis.
As far as being able to go on a regular taxi at the regular meter fare, your best bet is to go a bit LEFT as you exit the train station for that little gap in the railings. Here is where a lot of taxis drop off their passengers and you could get on one. If you go bear right when exiting the station, you will be accosted by the Pirate taxis and the Blue taxis who has fallen in line with the practice.
On the other hand, I also have another method - that I would NOT recommend to others, especially newbies; What I would do is to actually go out with my index finger pointed up and tell anyone of those who approach me that I'm paying "sup maan/se kuai" to my destination. I'd keep on walking untill one fo them breaks down and agree to my price. Stupid and quite a hassle but its my little way of causing a bit of disension amongst them - as 99% of the time I succeed in breaking their ranks!!

Best bet is to exit station, walk to front of the main bldg in the plaza. either go to the road and try to flag down a yellow taxi or negotiate with the non-gang drivers. If you see a semi-chubby young fella with a buzz haircut, he is honest and fair on price. I've used him 100's of times when I lived there.

I agree with you guys that we should support the licensed taxi in CP but why are the ones at the train station exit trying to rip people off by not using the meter like the pirated taxi?
