Article from 2013 emphasizes that the prostitution laws that were enacted by Germany to improve conditions for WGs were a failure. The idea was that WG's would become normal citizens that participate in society. They would pay taxes, receive health care, and get employment contracts like everybody else. They thought it would remove the pimps from the equation and the girls that previously worked "in the shadows" would feel safe going to law enforcement, seek medical treatment for drug addictions, even sue employers.
