When I spoke to Tatiana at the Golden Time reception the answer was that the birthday guest receives the free entrance and for those on his guest list there was a 5 euro discount given. The guest list (if there was one) was not enforced and not checked against it. The birthday guest came on his own transport to Golden Time and got free entry on showing his identification card with his birthday on it. The guests came later. There was no check to make sure a minimum number turned up. Tatiana never mentioned a minimum guest list and only mentioned the 5 euro discount when I said that there would be birthday party guests too and if there was something for them.

I have been to Bernds when a gentleman in the party had his birthday and he received free entry whereas the rest of us had to pay the full entrance price.

I will try Palace, if they offer free entry for B-day.
