Simply pick a different hotel for your stay. Plenty of hotels in Pattaya are not fussy at all, and while most try to check ID, a passport is perfectly acceptable, I had a few foreign girls show those. Quite a few hotels will let the girl upstairs even if she has no ID, sometimes after giving you a stern look and asking if you really want to do it given possible consequences (which is understandable, they don't want bad things like thefts, drugging etc on their property). Being sober might help your case.

It's NOT an immigration issue, unless she's on overstay, since as far as the hotel is concerned, there's no prostitution happening. I doubt immigration and vice policing issues can be effectively enforced through hotels, since most of the monger-class hotels have a strong incentive not to be fussy, and competition is strong.

Some of the nicer hotels try to walk a fine line between being non-monger friendly, not losing too much of the monger business, and getting some money on the side (I doubt there's an issue 100-500 baht to the objecting receptionist wouldn't resolve). When mongering, I try my best to stay away from such poorly-focused businesses, and give my money to ones who cater to what I'm in Pattaya for.

I personally think the local government is trying to get rid of non-Thai workers and this is one easy way to do it. Mongers can always take them to one of the hundreds of ST rooms however they will be discouraged from taking them to their hotel rooms. I recall from a few years back that the authorities were going after the Ruskie bars in Pattaya such as "Crazy Russian Girls", and even arrested the girls working there during a raid. So, it hasn't been only the Africans who have been targeted, at least not in Pattaya anyway. Are any of those Ruskie bars still around in Pattaya? There were even some in Phuket as I recall.

It seems the policing of prostitution in Thailand is, to put it midly, race-oriented. I'm no so much concerned about the human rights issue as about the quantity and variety of girls. There are too many factors driving prices up already without deportations. Wishing a particular race of girls to get eliminated just because one is not into that race (or because the sample available thus far is mediocre) is short-sighted.

Very few indeed of the black girls are really pretty so if Sukumvit was clear of them, I would not miss them. A large portion are supposed to be from Uganda which are not very classy looking for the most part.

I would suggest there may have been a temporary problem with police an the girls could have moved into the side Sois like Soi 3, 11, 13 , and 15. I don't know the other side of Sukhumvit road so well. So don't know if black girls cover that side as well. Certainly plenty of black girls in Soi 4 on previous walks.
