Not their typical arrangement, but with enough patience, it is possible (but communication is a problem, unless you speak Mandarin). Long ago (over a year) , I did get one back to my hotel in another part of town for 1500 for a 3h session. You're highly unlikely to find a Vietnamese working girl in Pattaya. I'd say you probably have a higher chance of snagging a Korean or Japanese tourist. An occasional Lao is indeed possible (had a Lao with 5-star service once at Beach Road). The few Cambodians I found were ethnic Khmer from Buri Ram or Surin (speaking Khmer at home). All were Thai citizens, but unless you have a passport fetish, they're Cambodian enough. Occasional Thai-Chinese is also possible, but rare.

Pattaya is probably *not* the best place for non-Thai SWs (apart from the pig-ugly Uzbeks). Ethnic Chinese or Viet SWs (from towns close to Mekhong like Nakhon Phanom) would rather work in the Thai-oriented industry, instead of the low-end Farang sector where the demand for their features (whiter skin etc.) is lower.

Unfortunately, those groups are a low frequency hit-and-miss, no specific place to recommend. Thai-oriented places, like soapy massages are a slightly better bet than Farang bars.

The place is called Broadway hotel, but you won't see the sign unless you look up and scan carefully. Easiest is to just walk along Yaowarat from the junction, looking into the doorways. You'll normally see 2-10 Chinese hookers sitting on the stairway and some may call you. Sometimes, they walk Soi Texas and surrounding areas as well. They look rather different from Thais.

Chinese women working at or near Broadway range in age from early 20s to 50s, but not all are present at any given time (you're likely to see 20% of what's available). I think the best time to go is late afternoon. 5-7pm or so (but it varies, no hard rule here).

Price is 300-800 baht for a quick poke, although they try to ask for more. Negotiate hard and try to pay towards the lower end. It's Chinese style, and don't worry, no matter how little you pay, they'll try to deliver *less. You can always pay them more in the room if necessary (e. G. 100 for a BJ). Even if you pay them 1500, they won't just include it without a struggle.

The room is 70 baht (unless the attendant is sleeping, then it's free). Ask for a room one with a toilet (otherwise you may get a really crappy one). You can also go to a different place (small soi parallel to Soi Texas has a better ST hotel next to the massage place for 150 baht).

Service quality is truly crap compared to anything you experienced in Thailand, but it costs next-to-nothing so it's still worth a try for the novelty factor. Be prepared, some V is advised, as they won't try to make you particularly horny. Once in the room, the women demand money in advance, but you'll have better service if you manage to convince them to pay after. I get a sense they're semi-freelancers. Not much structure in the whole deal (I've managed to take a rare good one home for 1500/3h and had an OK time, better than at the hotel). They probably work on their own, but pay the rent / protection (not a cut of each service). No obvious pimp presence.

They generally don't speak Thai (much less English) , so communication will be a problem. However, near Broadway / Soi Texas it's obvious what the transaction is about, easy to deal. They're mostly dogs these days at Rajah (6/10 at best) , the usual "Russians" from Central Asia / Uzbekistan (dyed blonde and not a set of green / blue eyes among them). For the record, a 1hr ST (2-shots) with a green-eyed Uzbek girl can be had on Sukhumwit Soi 3 for 1500 baht. She also works at Novotel, where she charges way more. About 6/10, but doable and nice attitude.
