NRW is mostly a blue collar area. The people around former communist Berlin are also pretty low income so mongering in those areas is a bit cheaper (with the exception of Artemis due to its FKK monopoly).
Hessen is in between but closer to the higher end of the spectrum so prices there are also able to support a somewhat higher price threshold. However the current Hessen market and pricing is absurd and there's no way those prices hold up without a reduction in supply of clubs. Hessen Big Five has already reduced to Hessen Big Three and even that is being lenient to Palace and even Oase as still being considered one of the big guys.
Manhattan is only still open because of the money laundering activities of their owners, same with World. No way those 2 clubs are actually profitable on FKK business alone. Oase is just a playground for the old owner, no real profits.
Palace is only still open due to its central location. Sharks is probably the only one of those places that can actually sustain these prices for any significant amount of time, but it's only a matter of time before the finances of their clients run dry. It's not like international business travel will be increasing to pre covid levels any time soon to keep the clients coming.

Looks like Sharks bit off more than it could chew!
I'm headed to NRW instead of Frankfurt today given all the reports.
Yesterday in Munich. FKK Sunshine, Club Acapulco, Laierkausten, and Vitalia. Only did rooms in Sunshine and Laierkausten. But mentioning it here for this reason - 200/ hour in every one of those four locations in Bavaria. So I'm not sure Sharks is so much more expensive. But it is definitely more expensive than NRW.
