This may be true or not. But in this case, it does not matter. Taxi drivers just cannot judge and act by themselves and decide who can leave the parking and who cannot. I am sure there are levels of police corruption in any country. I have never dealt with German police and it was a complete unknown to me on how they would handle the situation. The fact that the cartel stood there for an hour giving zero fucks that the police were on there way to the scene gave me some cause for concern.
