Romania and Bulgaria were also not ready to join the EU when they did, but they allowed both countries in for geo-political reasons. It may happen for Ukraine, but I don't think there is will to do that at the moment.

Germany is almost beating Japan, but Germany alone they could not be even be close, so for Germany EU was a good deal to put their economy to another level!
