It seems brothels are closed on phase 2 (see Freizseit) as opposed in phase 1.

Looking at the spreadsheet you linked, what's odd is that Dusseldorf clubs were closed on 27. July, exactly on day 5 of incidence above 35. Not sure how Koln made it to day 13 when their numbers were above 35 since 28. July. I specifically remember looking at Koln data on 29. July (my first day of arrival and learning that Dusseldorf was closed) and saw that RKI site listed Koln incidence at 34. X and thinking, that if it crossed the threshold, I had enough days to get to Koln before any closures. Data lag is the only thing I can come up as to why the numbers have consistently varied. Then again, Day 13 of high incidence in Koln, much longer than can be explained by data lag.
Anyway, hope this is discussion is a nonfactor and threshold criteria are changed in a day or 2. I'm not even sure how true the rumblings of NRW meetings are.

History has shown multiple times that Germany is like a huge inert bureaucratic oil tanker or freight train. Once the madness from politicians starts, there is no way to pull the emergency brake anymore and there are almost no self-correcting mechanisms in German society to avert a dictatorship.
