Before getting to your above concern, I should first write the reason of why I said the prostitute registration is the root cause of declining German sex industry. Romania has one of the highest prevalence in prostitution worldwide.

The answer to your question is simple. Out of the 20 thous and so Romanian prostitutes working worldwide maybe the 90 % work in Germany.

In my country Romanian work only in cheap brothels or massage parlours. We have only high class escorts and 80 % are from Russia and Ukraine. Other countries are Hungary, Rep Czech and Brazil or Poland.

The answer is likely proximity and friendships.

As you may have learned from your research on Madrid, there are two Russian / Ukrainian houses in Madrid. If you watch the schedules, it is apparent that when one plane arrives with a group that tends to work at the same time, the ladies who have been working at the place must take the plane back to Russia / Ukraine. It isn't that perfectly coordinated, but you get the idea. In some European countries where prostitution is frowned upon, like Italy and France, and in Greece, where there is not much of a high-end outcall scene involving local ladies, the Russian agencies have ladies who rotate among the cities in those countries, and who are off the schedule for periods of time, and presumably go back home.
