I happen to be one who does not agree that Sao Paulo is "better". If it was, I would probably just skip Rio and do Sampa. But, I don't because they are both good but different. It isn't like Germany where an FKK is kind of like an FKK in its essence, no matter what German city you go to. There are plenty of young stunners to be had in Rio Steve, and from what I can tell, it's a city that you have little or no experience with. So, I think for you to be always steering guys away from Rio to Sampa really isn't fair. You don't have sufficient personal experience with Rio to be doing that. Each city has its own pros and cons that leaves neither one the clear winner in my judgment, but young hot stunners are easily found in both if you know what you're doing. Every generalization has some exceptions, that said, I agree with you. There's a reason Cap dAgde exists only in France, and despite so much better weather in Spain year-round, only kinda similar but distant 2nd spot is in Gran Canarias islands.
