I do not agree. One day Dubai will get there, but it's not there yet. Let just say in Dubai prostitution is illegal both by federal law and religious law, but it is tolerated to attract tourists and Arabs love buying prostitute as well outside their nation, they are among the biggest buyer of prostitutes in Europe, so LOL!
