To each their own. Many possibilites here:

- Some guys just want a quickie. Nothing wrong with it. In some cultures the quickest you can come, the more "man" you are.

- We do not know what the guys paid: If 50 E, then you are lucky to get more than a very quick CBJ / CFS session in 2023. Sad, but true.

Now, if I paid 100 E /30, then I'd expect a quality session (including kissing, DATY, BJ and CFS) for 20- 30 mnts. It is also my experience that the vast majority of girls will grant you that (going service for going rate). Actually, many girls are not clockwatchers and will allow a little bit of overtime as they regard 100 E /30 as good payment.

If it is my first session with a girl, then she should understand that she is tested. If the service is not up to par or I am shortchanged for time or overcharged, then chances are zero for a repeat. Your observations took place on an early evening, but it is unclear which day of week. I saw a recent review on a guy who didn't like Penelope. But I did. Went with a buddy and we each found girls we liked (2 for me). And pricing was more traditional 50/ hf with maybe some minor up charges but not like Sharks. It's a small club and the guy to girl ratio was high but most guys not taking girls. And the atmosphere is very low pressure. We didn't get approached or coerced at all. Just drank till we saw girls we liked and super easy. Good experience.

I never thought that world was great. I prefer Oase and it is closer and easy to reach by car.

In winters the outdoor area is not important and you could also go for Palace. But check if there is anything going on at the Frankfurt fair at that time. The girls will up their prices and it will be much fuller if there is a fair going on.

In case you don't know, there already exist FKK-like brothel in Nevada near Las Vegas. The famous one is "Chicken Ranch Brothel". 2023 rate is, as far as I heard, $40 to enter and one session starts from $350, and usually $500-1000 for 9's and 10's. Much more expensive than what you suggested. In addition, going there require you rent a car, because 2 hour drive from Las Vegas.
