The original question was why aren't they working in FKKs. The fact that Ukrainians are illegally working in Poland and elsewhere after entering on a limited tourist visa is not really useful to addressing that question. Yes, we are all aware that people entering somewhere on a tourist visa can violate the terms of their tourist visa and work somewhere illegally. That however won't help the illegal worker get employment at an establishment that is subject to a high risk of police inspections that includes screenings for immigration violations.
