As for the food court, that explains why the white guys now sit down there, I would say to visitors just talk to any white guy in the food court, they will know who is looking.

Cebu has changed in the 5 years I have lived here, you can got to mall and disco and pick up girls. When you get in town message me I am happy to show you how it works. I am also sure in 5 years it will be different again.
Also stick to the main towns I seen the smaller towns and the bars are not foriegner friendly, best to just go there and spend and find out which girl is available to you and do not expect her to stay the night.

Whatever the case a foreigner should behave while inside the club. Never touch or play around with a WG in a province bar where locals hang out, or you could find yourself in need of some serious medical attention.
When I first visited the Philippines back in 1995 the forums use to say go to the mall shop. Shoe mart, robinsons, gaisano, white gold and check out the customer service girls. It is so easy to get into a conversation while looking around. Go to the womans swimsuit section. I rememeber one worker telling me she looks sexy in a bikini. I think you can take that conversation starter any direction you want.
