I was hoping to get tested in two weeks or so for the STDs other than HIV (HIV takes a month or so to detect accurately according to the doc) so I can have peace of mind that I don't have Chlamydia, Syphilis etc.

You will find the security person at the entrance of the building (not at the gate). Tell them you want to do a test. I think now they register your details at the security point and direct you to the relevant doctor.
Your blood will be taken and will be given a appointment date that you can come back to get results. You will be given a number, keep that safe. Because that number is the reference to the file they open for you. And they don't do anything without the file.
It is too crowded in the morning. I would recommend going around 1 pm. Cutoff time for taking blood samples is 3 pm so make sure you go there at least by 2. 30 pm.
Go there soon as you can do a test, and they will tell you to come again after like 6 weeks, because that's the time period the virus can be detected after the encounter.
But again, don't wait for 6 weeks, go soon as possible. They will tell you what to do.

Go to the STD clinic in of National STD / AIDS Control Programme in colombo. It is very safe place. Good service. And your data will besecure.
Try a Saturday less crowded but they close at around 12 pm.

I had my first sexual encounter recently. It was a B2 B massage followed by FS. A condom was used for the BJ and FS apart from her sucking and licking my balls. I did lick her tits, she used Vaseline for the massage and for lubricant so I'm worried that it damaged the condom although there was no break or leak after the deed was done. She looked clean with no visible sores. Am I at any risk here for an STD? Please help as I'm feeling very paranoid.

But technically yes. The chances are extremely tiny if you use condom properly and don't get the diseases on your hand while removing it / touching her. Practice safe sex and there's no need to worry.
Breast milk can infect you with STD, so don't suck those milky balloons.
Also you can reduce the risk when selecting the girl and location. Filthy girl in a filthy place comes with lower price but higher risk.

Is there any possibilities to get STD if I / we use safer sex? Eg: Using condom, avoid kiss (Mouth to Mouth), cunnilingus. Is there any possibility of skin problems via oral activity on breast?
