I suspect it will take a few weeks for providers to figure out that they should be setting up whatsapp with foreign numbers such as Vietnam, Philippines etc. As these cannot be blocked by LE and Local Telecoms. So expect the mode of communication to change in the coming weeks and months. I confirmed same with multiple providers who are finding that new sims are being blocked in less than 1 week of advertising online. It won't take long for word to go around so hang in there and keep eye out for the wave of foreign whatsapp numbers that will start appearing on MR, Wechat, whatsapp etc.
