Yes, I generally classify MPs in the same way as you do.

When it comes to LE, both types are equally vulnerable. A massage given by an opposite gender, is illegal. Period. Be it with extras or without.

But that said, I am not sure to what extent that rule is implemented. I have never had any LE experiences in the past, but a couple of licensed MPs I know, have been involved in raids.
