You can read the full law here (http://www.gov.ph/2013/02/06/republic-act-no-10364/) on the Philippine government's Web site. SEC. 4. Acts of Trafficking in Persons, specifies that: "It shall be unlawful for any person, natural or juridical, to commit any of the following acts:"
With paragraph (e) the one that could be relevant for customers:
' (e) To maintain or hire a person to engage in prostitution or pornography;"
On its surface, the Philippine law does indeed give police and prosecutors the legal basis for pursuing customers of prostitutes. It doesn't matter whether it's an EWR or a girl you meet through Date In Asia. As long as money changes hands for sexual services, it's against Philippine law.
The amended law further states:
'SEC. 10. Penalties and Sanctions.
' (a) Any person found guilty of committing any of the acts enumerated in Section 4 shall suffer the penalty of imprisonment of twenty (20) years and a fine of not less than One million pesos (P1, 000, 000. 00) but not more than Two million pesos (P2, 000, 000. 00);"
But again, a law on paper never put anyone in jail. It will depend on the will of the police to enforce it as well as the interpretation which prevails in the courts. A friend who's just been in AC told me they had cracked down sharply on the euphemistically named free-lance scene, but that's only a positive thing and long overdue.
And it's pretty scary how badly things can end up for foreigners convicted under the trafficking law. Check out this story:

I was at the Cherry Bar in Pattaya last night and one of the other customers there had been in an AC bar when it was raided. He told the Cherry Bar's owner the customers hadn't been allowed to leave the bar for a long time. Not a pleasant way to spend your holiday time, especially since the customers didn't know whether they would be hauled away to a police station in Manila.
And there's a rather pessimistic undertone in a recent piece by Harry the Horse, a well-known AC blogger. He describes how the owners / licensees of 40 big AC bars were summoned to a meeting at the Mayor's office where an official impressed upon them the Mayor's determination to clamp down on prostitution.
Harry notes that there's been some opposition to the Mayor's plans from landlords / land owners of the Fields Avenue bars. That's a crucial factor. Unless there are concrete plans for "something else" (a casino?) to replace the bars, the landlords / land owners would suffer huge losses. All the businesses that supply and service the bars as well as hotels, restaurants, etc would also go down the drain. Depending on their combined political clout, the primary and secondary business owners might be able to stymie the Mayor's anti-bar crusade.
But there's no doubt that if the authorities want to shut down the scene in AC, they can do it overnight. The day they start hauling away customers is the day the music dies. Raids on bars and arrests of bar owners / managers have been a fact of life for years in AC. It seems things have heated up considerably in recent months, but so far, the customer has largely been left in peace. Should there be mass arrests of customers, even if those customers are released after a few hours, then the scene will dry up and wither away in a very short time. That would be the signal that policy has indeed changed and the raids are no longer motivated by demands for more tea money.
Of course, if the PI authorities wanted to frighten away mongers once and for all, they could simply bust a couple of them and then sentence them to long stretches in prison. That's not very likely, but it is certainly possible under the new anti-trafficking laws.
It's a bit of Pascal's wager when it comes to AC. What's the best thing that can happen if you choose AC over Pattaya? You save a few bucks when paying a girl for sex. What's the worst? You could end up doing a 20-year stint in prison for paying a girl for sex.

Anyway, with the new regime it seems to me that the main problem will be for the bars to get any profit, and also to give the potentially customers any reason to go there. So not only the 40-limit will be a problem.

Once they take over a city or a country, they effectively control all the pussy. Pussy then becomes only available by marrying one of their women. In one of their churches. Where you are required to swear out an oath to sell your very children into the ponzi scheme. By controlling the women, they control the pussy. By controlling the pussy, they control the men. By controlling the men and women they control the children.
You may laugh, but already they have made inroads into AC, and into this very forum. Be warned, and be vigilant.

IMHO several NGO's are probably responsible (at least in part) for the current situation in AC. It's also probably safe to speculate that they are the recipient of illicit funds given to them to cover some politician's tracks; or least moneys that were granted to make themselves look good.

And that 10 billion is just a small drop in large lake. Plenty of other forms of graft and corruption; a UN report (albeit from 1998; pg 504) estimated it at 1.4 trillion nationwide (I'm sure the number has come down some since then, but even if it's half it's still "serious money"); and those pesos could've bought a substantial amount of food and gone a long way in improving the educational system.

At a guess, I would say that the powers that be want to shut this group down permanently and are finding different ways to hassle the owners, if this does not work then they will send the big boys in (human traffic team / Manilla special unit)
As I have said in the past, the mayor / police / special unit want to rid angeles of barfines / prostitution and possibly in the end close down all the bars of angeles, but thats just my view.

Apparently the police are no longer allowing barfines. I am told however that you can negotiate a price with the girl. Apparently barfines are going underground for a while.
