Unless your are staying at an FKK, playboy mansion or something similar, I don't think those hotels are there for that purpose.

The situation you described is more like a group that solicit within a hotel. Most properties would frown on that type of behavior because guests would complain and police would eventually catch on. But I have been in situations like that whereby a lady would call me on the house phone, knock on my door, or make offers while passing me down a hall. I assume they had just finished a trick and was looking for another on the way out and possibly got a heads up from someone on the inside. Likewise, bartenders and concierge can help a guest out sometimes.

Oh, it happened a lot to me at the Lisboa some years back.

Two things to add to what was previously posted. It has moved to Kimberly. Surprisingly, this actually happened back in Jan according to their manager. Wow, I have been going to Hong Kong 2-3 times a year for the last 5-6 years.
