SAL is every single person regardless of skin colour or appearance to Canada and to the USA. MGA and SJO a lot less, mainly because they have maybe more vigilant passport control before security.

I read that AIDS is out of control in Panama. Even with condom, the odd of meeting a woman HIV infected is almost a sure thing. I don't like these odds.

For future travelers, the Intercontinental Miramar is girl friendly. I brought home a friend from Havanas last night, and while they copied her I. The. And noted my room number, they were friendly, and had no issues. It was about 12:30 am.
But, I did get huge hassle from police before I got there. They had cordoned off the blocks around Havanas and were checking everyone's I. The. 's. I had USA Driver's license, but no passport, so they pulled us out of the car, and threatened to take me to the cuartel. I still had to pay $3 to the cab driver for the 1 block we traveled before the road block. My Colombian friend had all her papers in order. After standing on the curb for about 10 minutes, they let us go so I paid another cab $3 for the 6 blocks down the hill to the hotel. The cop said all foreigners are required to carry their passport, or at least a photocopy of ID page and the entry stamp.
