Vietnam used to send prostitutes to harsh work camps for years for each arrest, allegedly training them with new skills. It is a long tradition in Vietnam to go easy on the girls and heavy on the pimps. The officials are smart, they know who has the money. The purpose is to ultimately extract the most money out of the case. The papa / mamasan always have more money. If they (pimps) are hit with heavier sentence, they will fork over more money. At the end, everyone will go free and the officials ended up with the most money. Even the john get to go on administrative fine (only money. My experience 500 k-1 mil VND). Everyone is happy.

None of these ST hotels have HTGDs. The girls all work independent of the hotels, allegedly.

Hotels rent rooms to guests, who would do whatever they want in the privacy of their rooms. Hotel operators claim unaware of anything sexual or illegal going on between the guests in their hotels, therefore hoping to avoid prosecution.

In reality local cops know what the girls do in the hotels. Hotel owners have to pay off local cops regularly to stay in business, but occasionally hotels are still busted for harboring prostitution.

About 10 doors South of hotel Cathy there are 2 well-reviewed HTGDs. Read previous posts in this thread.

Hotels' lobbies are public places. You have the rights to hangout there. Hotel workers cannot harass or ask you to leave unless you cause nuisances or break the laws. If anyone insists you leave the premises, just smile and discreetly give them a VND 10,000 or 20,000 bill.

I would hang out in hotel Cathy and flirt with its young receptionist girl, who's prettier and sweeter than most working girls. She's young, pretty, nice, sweet, fresh and available. She was smiling sweetly and was interested in me. If I had enough time there I could have dated her and showed her the finer things in town.
