Thanks Melman for the tip. We stayed at the Park Inn by Radisson and it is girl friendly. However they are limiting the number of "Guests" to one per room. So take a note of that.

All the mongering destinations have been covered in the Forum. Best one by far is 1033 Standard rates are 150 Mannat for 2-3 hours, 300 for whole night.

Lastly best clubs in town Enerji and Pacifico, all the WG we saw there were accompanied by someone, we realized you have to pick up someone before going to these places. Hi dear, It depend on the owner. Some owners live next to apartment and will not allow guests. You can read guest policy for apartment that you would like to select. RentBaku is a company who advertises apartment via booking dot com and Airbnb and advertises massage and close venues such as nightclub. You can try this company otherwise Landmark Hotel is good as their reception is not on ground floor so no walkof shame. Parkinn Hotel is also girl friendly confirmed by girls I had met in Baku.
