There's a nice manicured beach and the price includes lunch in a buffet which is very good. Night time is magical when they play relaxing lounge music with neon lights around the bar set above the water. The downsides are that it can take more than an hour to get there from Ayala Center due to traffic. Also its possible to observe oil tankers traversing the strait. One time the beach was closed to swimming due to an oil spill. No refund of the 2500 pesos though.

Alona beach is booming. Nice beach and lots of restaurants. No girly action that I could see. I always brought someone.

Siargao is an amazing place. We surfed Cloud 9 and another day took the island hopping thing. Beautiful white sand beaches surrounded by a green sea. Clean and fabulous. No nightlife that I could see. And bring your own girl of course.
I stayed for a few night at the Crimson Resort maybe 5 years ago and enjoyed it immensely. The Villas were comfortable and semi-private and the breakfast buffet was amazing. It would be a great place for a romantic venture. As Don said, its clientele are mainly Koreans. I went to Lapu Lapu City for an evening and didn't find anything to excite me, maybe that has changed for the better?

    Mactan, Bohol, Siargao.

Cebu also has OSLOB (whale shark swimming), Moalboal (diving), Malapasqua (shark diving). Those three are BYOLBFM (Bring your own little brown fuck machine).

Bohoi (alona Beach) is next. Only two hours ferry from Cebu or one hour plane from manila. They call it the New (or small) boracay. Been to both, its true. There is pay fro play but ove never looked for it, always brought my own or lined up dates with girls that live there.

Southern leyte (sogod bay) - great scuba and swimming, no nightlife, one one hour ferry from cebu.

Disclaimer. Mindanao is supposed to be great, siargao alo, but I've never been there.

Honorable mention. Dumaguete - great scuba (anilao island) but bring your own girl or line yup local dates.
My take on the alternative beach locations to Boracay (which is taking reservations for October 26th and beyond) although businesses have been ruined and the services are sure to be inferior as many workers left during the closure. Girls followed the money to sunnier shores.

Beaches on Mactan are terrible, except for perhaps the J-Park or Mövenpick. Otherwise there is little to no beach; just steps from your hotel down into a weed-filled ocean; although the water is fairly clear.

BOHOL, not Bohoi is really two different worlds. Panglao is the beautiful island where you will find Alona Beach. Alona Beach is growing rapidly as much of Panglao is especially since the closure of Boracay. Lots of girls in Alona but most are backpackers, tourists looking for similar folks. There are a few bars where you might talk up the hostesses / waitresses and find some after work hook-ups. On the weekends some working girls come in from Tagbilaran and Cebu to 'work the weekend. ' Bring your own gal from Cebu (she will love the idea of Panglao for several nights' vacation) and you're going to have a great time!

Dumaguete has lots of girls seeking foreign boyfriend and husband but the lack of a real nightlife and quality hotels makes it less attractive.

Siargao is an amazing island, but really is for the surfers and those seeking a Zen experience. There are less than a dozen 'friendly' local girls who are usually already attached to a boyfriend or short-time visitor friend. Again, bring your own gal for any action.

Cebu itself is a cesspool of congestion and a completely over-crowded nightlife scene around Mango Ave. And does not really qualify as a beach destination. It's the second-most populated city in the Philippines. I have always used a dating app to find a gal / gals willing to take off for another location. Mention beach, hotel and liquor and they are lining up!

Bantayan is also a great beach, but almost a nil nightlife and any bars are really far from the SE corner beaches where you would most likely be staying in a hotel.

    Bantayan.

Our favorite beach spot is Bantayan Island. Get there by Juan Air if you don't fancy the bus-ferry, although it is fairly seamless. Plenty of Filipinas can be seen there accompanying their Captain Walking Wallets.

Want a boat for you and 3 mates plus 12 girls, easy?

Determine what it is you want and just hire the people to make it happen for you. The tourism facilities are often limited and over capitalised, yet can be had for relatively cheap.

Or, alternatively, have you considered the option of a beautiful beach, with little resident nightlife, but "BYOB"? (Bring your own bed warmer).

There are many beautiful beaches in the Phils, but not so many, besides the ones you already have listed, with a lively expat bar scene right there beachside. At least, not that I know of.

P.S. Although have never been there, Siargao maybe? Reputed to be a small surfing town, with nonstop flights several times weekly from Cebu. Don't know what the nightlife scene is like in Siargao, or what recent earthquake damage there?

Next best beach / nightlife option after Boracay, Subic and Peuto Galera / Sabang
