Depends on where you found it. If you found it online or from an unknown source, chances of it being a scammer is high.

If you talk to them on call (not saying you should or shouldn't do that) and its a guy with an accent from a neighbouring country (you know which one), then its 100% a scammer.

I have found these assholes in Delhi, Bangalore, etc Ghy as well. They are everywhere.
