It's nothing but a typical stupid sri Lankan lie where one person says something which he / she "thinks" and then it gets passed around claiming "I heard" and then it becomes a "truth". The port city bill is public now it certainly doesn't mention two areas or an area where Sri Lanka law doesn't apply. And the highway extension ends at chithya road, not inside the port city. Also the fly overs in slave island won't take you to the port city, there are just fly overs just like the Rajagiriya one.

What I heard is that to the rest of the Port city where the vice is only foreigners can enter. The laws made by the Diyawannawa will not apply there. They will have their own rules. The new extension of the highway will take foreigners right into the port city direct. That is the reason why there are 4 flyovers coming over Slave island as they all will be connecting to the port city.
