TL; DR.
So having finally "captured" a town of Bakhmut (after 9+ months of heavy fighting and 20,000+ dead Russians), Prigozhin, the head of PMC Wagner, decides it's time to withdraw. Because, you know, capturing a town is one thing, but holding it is another, and he knew that "holding" part would be problematic. The Army command, however, has other idea and it sends a unit that mines the routs Wagner is using to retreat. That doesn't sit well with Prigozhin, so he sends his desperados, who promptly kill a few (probably a dozen) Russian soldiers and take their lieutenant-colonel prisoner.
Question: How does the Russian Ministry of Defense react?
Answer: Like nothing happened.
Prigozhin is allowed to withdraw his unit out of Bakhmut, and the AFU promptly moved in. They're now controlling the western and southern outskirts of the city.
This is how their war will end. The Russian snake will eat itself by confusing its own tail for an enemy.

If this is the level of information that's publicly available (since 2020), then I imagine the classified info is likely to be quite eye-opening.
And, if this is what's publicly known, I imagine both Russia and China have been working overtime to figure out how this affects their nuclear calculus.
All nuclear powers routinely monitor the weapons tests of other nuclear powers, so Russia and China would have some idea of the missile's capabilities.
If the US has truly developed a reliable ICBM stopper, and if we have an adequate supply, that's potentially a game changing development.
