I think it was the USA in order to keep Russia from profiting by gas sales. The USA wants a long drawn out war in order to print money to pay to the war machine companies to make weapons and ammo in order to give it away to Ukraine. The USA could care less if Europe freezes and in fact the USA benefits by selling gas to Europe and also by incrasing production while European factories decrease production.

Thus the special interests behind the USA government (the war capitalists) benefit and have motive.
