This isn't just high positive rates. The article says that the rate is the highest since the pandemic began. And we aren't even into the winter months yet! It is a bit unfortunate how the world turns, and terror is one part of it. Another part of it is the widening economic gap across the world. And then you have crime and corruption which can also spark terror. Even the police state itself can spawn terror.
