They dope in all countries in most sports. In some countries it's organized at federation level, in some countries it's done individually. Some are better at it than others, they know the glow times and if they are to be tested then they take a whereabouts violation. No country is morally superior to others. Doping is done in professional and amateur sports alike, even just for bragging rights.

There is no real interest to catch major doping cases, because they then impact public interest, which then impacts the sport.
