Simply ban all flights and other entry points for a decade for people travelling from China (and for people from any other country that allows people traveling from China), if they don't start another deadly pathogen in that decade, then relax the bans. May have to extend this similar ban to people traveling from other Asian countries if any of them starts. Repeat offenders must be proactively handled or we will keep seeing pandemics every few years. If we don't ban the Chinese people now, we shouldn't blame them when the next Chinese deadly pathogen hits us, it's our fault of not taking the necessary steps proactively.
