It depends. When I was in Guadalajara a couple of years ago, the agencies answered WhatsApp text messages. But when I returned a couple of months later, they had changed so that you had to call to set up an appointment. I blamed the change on pranksters setting up appointments through text message and then not showing up, but I could be wrong.

Guadalajara is absolutely a city where you will have to speak ample Spanish to get the full mongering experience.

It sounds like you are already at a serious disadvantage. But the following is some advice that may help, nonetheless. For your lack of Spanish-speaking skills, use Google Translate on your phone. Instead of WhatsApp, and if your phone is unlocked, visit a local Telcel store and purchase a SIM card and plan. I detailed how to do that in my first trip report on Guadalajara a couple of years ago in this forum.
