Once crossing by foot in Nuevo laredo, I was behind a guy that presented a DL and birth certificate. I asked the agent about the passport requirements, he said yes they were required, but, he said, the state department told them they cannot refuse entry to any American citizen, so any proof of US citizenship will do.
