Last month I was in DF and had the opportunity to partake. I was at a Roma Norte neighborhood hotel and took a hotel taxi to Sulivan street, which was close by. The hotel taxi charged 250MN flat rate for an hour. You can do Sulivan on foot, but taxi or car is better.
