I don't trust or understand the criminal justice system, not even in the USA. I have been under the impression that prostitution and solicitation were legal in Mexico City for consenting adults, that the only enforced prohibition was for a third party to profit from the earnings of a prostitute. As best I can puzzle out from recent news reports, there have long been statutes on the books that impose fines and incarceration in Mexico City but that lower courts have found them to be unconstitutional.

Last week, on May 16, legislators revised the Mexico City Civil Code (Ley de Cultura Civica) and press attention has focused on traffic violation enforcement cameras. The new Code has evidently also "inadvertently" increased the penalties for prostitution statutes that were previously ruled unconstitutional. The revised code provides for fines of $844 to $3,379 pesos, or incarceration of 13 to 24 hours or a lesser period of community service.

I have read (and myself been the victim) of extortion by CDMX police. I think it is unlikely that you will be actually taken to the station for failure to pay the bribe unless you can be convicted of greater offenses or otherwise offend the cops. In my case, we were picked up on Sullivan Street and refused to pay an enormous amount to the policemen. We were put in the back of the squad car, ostensibly to be taken to the station, but after a few blocks we were released.

It seems that the best, safest way to get there as it's not busy until 11 pm or so, is to take a taxi. Do you just let the taxi driver know that you want to go to Calle Sullivan and do they pretty much know what you're going there for? I'm guessing that you just have to get a taxi from the street rather than have your hotel call one for you or else everyone in the hotel is going to know where you've been?
