In my experience in Tijuana, the customer pays for the room when you walk in with the girl. Then the girl gets the full amount agreed to on the street. So usually $5 for the room and then the girl gets the full $20 quoted, when using US dollars obviously.

The cost of the room is the girls problem which is why most girls will ask for part of the negotiated fee usually in the lobby before she pays for the room. Last year about this time I posted a report in the Mexico City forum, which no one hardly seems to visit.
