I am here and can confirm that everything is open again. This being said, they just got hit by flooding from a hurricane, so several neighborhoods are still without water, but it is being restored day by day.

I am headed there in a few days.

There are a few spas in the marina area north of the cruise ship area, Vallarta Massage is 3 KM by google maps and has had good recent reviews here, you can search for it. You can also do a google map search for massage spas and get other leads. Just a FYI as I have written before the massage scene is much different in Mexico. Pay to play is not illegal as long as the only one profiting is the provider. What that means is you can ask at the front desk what services are available at any spa and they won't be bashful either having someone talk to you or handing you a printed menu of various levels of erotic services. Just exit the hotel turn left towards the marina, then as you get to the roundabout turning right there is an entrance to the marina, just look to your right and there's is Vallarta Massage spa, there will usually be a couple of girls sitting there and they will ask you to choose, they are usually some good lookers there, a decent massage and you can have from a hand job to full covered sex there. The prices vary, they will try to quote you in dollars but there is a peso price as well.
