Do you mean anywhere within reasonable travelling distance of the airport, in which case Sosua would be a likely venue? If you mean Puerto Plata City (abbreviation is Pto Pta) then the two obvious venues are Blackbeards or Oasis. Oasis is not generally recommended, but if you have a sizable party you will have the muscle to make it work for you. You could stay onsite or in one of the many hotels or rental properties in Playa Dorada, which is walking distance from Oasis.
Guys do not come to the Dominican Republic for "high quality". I live here and it is a third-world shit-hole (but a lot of fun). They come for "value for money".

Unfortunely the numbers given by the goverment don't provide reasons to feel good about it. As of today, 6/15/20, the number of deaths went over 600 and the new cases reported are increasing at a faster rate than ever before. The authorities have to choose between people starving or trying to limit the spread. I don't think they will be able or willing to shut the economy again any more than the governors in the US SouthWest will in spite of the reported increase of cases. We are not out of the woods by any means and nobody knows how all of this will end.

This means there is no guarantee that someone asymptotic from Florida would not hop on the plane I am, which would be a problem despite the better air filters, airlines are speaking of. Also the issue of the health of the airline crew, who do this for a living. The other thing is quarantine on the way back. Clearly, for those that travel to Brazil, it is going to be an interesting one.

DR is in Phase 2 of gradual re-opening.
Curfew is reduced to 8 pm to 5 am, until June 27th, but SOE extended to June 30th.
Public transportation is allowed, with extra space required, and fewer passengers, (but resulting in longer wait times).
Businesses are open, salons, general stores. Even La Pulgas.
Churches re-opened.
Schools scheduled to open August 24.
Gyms to reopen July 5.
PP Airport to re-open July 4.
Hotels and AB&BS are taking reservations.
In my favorite barrio, Domingo Sociale is unaffected, plastic chairs lined up on the street by the colmado, no masks, no spacing, beer shared.
Some restaurants doing good business with back room bars.
More begging on the street, but fruit is cheap and plentiful, bananas are almost free, and free mangos are growing everywhere around town.
Lots of hungry chicas to be had from your smart phone.
