I just got back from spending 4 days in Santiago and I loved it. I live at least six months a year in Sosua but I will be visiting Santiago much more often. Not all the chicas are light skinned in fact most aren't from what I observed but I saw some real stunners. It appeared to me that most girls in the city center which is where I stayed seemed to be a little better off financially than the barrio girls of Sosua / Puerto Plata. Better dressed, cleaner neater looking etc. I only bedded two girls as my trip was to have dental surgery and after I had my surgery I was in no mood for chicas but the girls I had were both great in every way. I don't see any difference between how you treat a GF or mistress back home, and a novia in DR.
