The few streets around the Monument has several good restaurants and Bars. I suggest take a Taxi there, walk around and see which one you like. I spent few days in Santiago last week. I took the Caribe Bus (www.caribetours.com.do) from Santo Domingo. Ticket costs 300 peso. The 'El Monumento' is the main attraction. Around the Monument on the south side, there are several bars and restaurants. Even on weekdays there is decent nightlife. These bars are regular bars. If you speak Spanish and can approach girls, you can find woman here. My favorite place was Ahi-Bar.

Just like Santo Domingo, there are girls on Skokka and mostly venezuelan. I saw one. She stays at a Hostel in a small but clean room with A / see. Her rate is 2500 for half hour and 4000 for an hour.

The Pasion Night Club that has been mentioned here appears to have been closed again. It had been closed few times in the past but re-opened but was closed again on 2019 based on my online research. If anyone has an update, please post.
