Monsenhor Tabosa 111 is a good option for daytime mongering in Fortaleza. There are several trash options, fun to visit but not really worth the efford.
Regarding the jail cells, not really that bad, the bars are there to protect the girls on the inside. There is a puteiro in Praia do Futuro where the girls are locked into jail cells (very sick).

The best part in Fortaleza are the regular girls, locals and tourist girls. Centro, the beaches and wherever you see cuties.

* Monsenhor Tabosa 111: Two floors up, the corridor on the left side. Sala 44-56. Knock on the doors with door-carpets on the outside. At least 7 puteiros in that corridor.
All charge the same price: R$100/60 min for sex, R$120 if you want massage as well, R$150 for a dupla. Clean rooms/cabins and shower before and after. The quality of the girls are good.
This week I had 3 girls that I can recommend:

Zipi bar is definitely the nerve center for paid sex here. It is a mixed bag indeed, but I've managed to get an enjoyable girl or two every day of the week except Wednesday. I typically ignore those who are there every single day and watch for part-timers, who show up once a week at most. Typically they are looking for a new regular client they can serve for a few weeks.
